INTERIM ACTIVITY REPPORT THE CONSTITUTIONAL COURT
OF THE REPUBLIC OF MACEDONIA:
PROPOSALS FOR LEGISLATIVE AND ADMINISTRATIVE REFORM
The work on the project during the period March-July 2003 was performed through several activities:
1. Theoretical and legal research:
According to the project timetable in this period I carried out the
research of the theory of constitutional courts, the constitutional position
of the Constitutional court of the Republic of Macedonia, the Rules of
the Procedure of the Constitutional court of Republic of Macedonia, the
constitutional and legal position of the Constitutional court of the Republic
of Slovenia and the Rules of the Procedure of the Constitutional court
of Republic of Slovenia. The aim of this research was to identify the basic
issues in the work of the Constitutional court of Republic of Macedonia.
For fulfillment of this task the experience from Slovenia and theoretical
findings on the constitutional judiciary were used.
2. Case-law study
Following the timetable, the research on the case law of the Constitutional
court of the Republic of Macedonia and the Republic of Slovenia started.
For studying the Macedonian case-law I have spent much time in the Constitutional
court of Macedonia, because the Collection of cases which are published
contain only selected cases. As source for case law of the Slovenian Constitutional
court, their web page was used.
3. Consultations
In this period I met made interviews with the judges of the Constitutional
court of the Republic of Macedonia, whose mandate finished in May 2003.
The views for improvement of the position of this body were exchanged.
4. Dissemination of the preliminary results
The preliminary results of the project were presented in my public
lectures given at three trainings of the members of the administration:

Prosvetno delo, Skopje, ( in printing, 2003)
My text in this book will reach students at the Law faculty-Skopje,
Members of the Parliament, judges at the Constitutional court and broader
public.
2. “Constitutional court as protector of human rights”, (article),
Legitima, Skopje, 2003
This is specialized journal covering issues connected with human rights
protection. The topic of my article is protection of human rights by the
Constitutional court through judicial review and constitutional complaint.
